Fulton was born in Indianapolis, Indiana, and raised in its suburb of Carmel. She began acting at a young age, appearing in school plays. After high school, she moved to Los Angeles to pursue an acting career.
Fulton has appeared in a number of films and television series. Her film credits include Bad Moms (2016), Mommy’s Little Boy (2017), and Annabelle: Creation (2017). Her television credits include Hawaii Five-0 (2010), Revenge (2011-2012), and NCIS: Los Angeles (2014).
In 2017, Fulton appeared in the superhero film Wonder Woman as Etta Candy. The following year, she had a recurring role on the CBS soap opera The Young and the Restless as Abby Newman.
